on server. when all 8 slots are full with peeps ? this happens

I am having trouble editing the server. My rockets are really bright. shooting them and all the guns arent going the speed i wan't someone pelase help. 
Is there a xp_switchtime speed that is like excessive v003? on excessive plus v003 default 0 switch time is to slow does not shift like norm.
