pc problem!
Radeon 7000 VE is with out hardware T&L. But when u wrote 10 fps ehm somethin is realy strage. But plz try 640x480 @16bpp, check all setting in driver like: anizostropy, AntyAliasing. Check cpu usege during the game. Run q3 on r_fullscreen 0 and run task menager, look cpu usege when q3 has 99% its hardware prob.
btw. u are sure q3 uses hardware render?

öhm what u think about that i have always 99% cpu usage when quake runs and i have 3000+ so that doesnt say anything quake uses whole cpu

XP eat less memory then 2000 and I do not tell him nothing against linux. I try to solve problem, to help...

yeye but when u can read then read my post too the end pls i have written that winxp increases much more ram then 2000 cause its created for higher board/ram/cpu systems so its automatically that xp increases min. 40 mb and 2000 i think it will increase 10-30 <- not for sure just guessed | but the proportion´s are right

oO i think i know which programs are running in background (when i turn all off and i mean all then its the same too i have tested it much times) sometimes its 99% and then its 96% but lower as that it doesnt go and i have no lags or anything

the system is or for every OS ! or to say it other: all systems MUST run.
so u say u install win 2000 new. so the software is fine.
i think its a mainboard problem. check if there are jumpers and the cpu voltage is set wrong, or maybe the fsb ... best when u check the label on the cpu to compare!
more u can check the bios .... if agp is set to 4x, fsb is set right (133mhz)
last is ... the hdd run only on dma 1 or 2. maybe the transfare rate is to low - switch it if u can.
if this all do not help, make a bios update!
