Votes disabled during FFA maps from Tier 1 and 2

Reduced Tier 1/2 FFA map timelimit

Tier 1 - FFA timelimit from 6 to 4
Tier 2 - FFA timelimit from 5 to 3

Looking to add more rotation rows to include TDM , we need 3 more rows so in total 3 medium maps for 3-8 players and 3 large 8+ player maps . I will change one of the already in place FFA rotation to TDM and include an extra TDM ( Rotation 16 ) with maps 1++ and bgmp4s , so we will have 2x ffa and 2x tdm.
