How To Make Server Name Color - I need help

I need to know how to make my server name in color so when people are looking in their server list, mine will stand out in color. I tried ^1 and ^4 and everything but nothing worked.

When I try to do rockets and rails for both teams, it always does really fast shootings. This causes alot of rocket and rail spamming which i hate.

I came home from work yesterday and today to find the computer my server is running on with 1.48GB of page files. I have 1 gig of ram. What could cause all the mess?

60 second warm up time edit

How do i edit or turn off the 60 second warm up in the beginning of the game, i think it's annoying. Maybe 10 seconds till everyone connects.

Server Fades Away From Server List

My server fades away from the server list after about 2 to 4 hours. You can find it, but as time passes, you have to wait awhile. I have a temporary fix.
