Going on a (new)-server but you first have to download almost 300 MB for maps, a little too much, so you dont get any new players on your server.
When you have a reasonable amount of standard maps and you expand them every two/three months with some maps, then the effort for downloading - lets say - six maps, most of the players will do that. Even if you are not an E+ visitor, so dont know about the update, the alternative of downloading them ingame is acceptable.
We have to reckon with all type off players, not only the regulars.

And after two or three months players will also ask for other maps, even if you put in 20 at a time.
The server must have some stable setup, so players can get used to the rotation and the maps in it, and after two-three months refresh it with some new maps.
And lets face it, otherwise you people have nothing to complain about to us, and we dont want that ...
