its because ql uses png, wich is smaller than q3a targas
more time to load,

Guys! What are you talking about?! I've just started Asylum for 12 players and seen no lags! None! Even on this map which, like also other "industrial" maps, has fog and textures interlacing (by shaders).

Anyway, "Silent Night" is simpler in this aspect. Its key feature is its size. That's all. There are no "special" bugs (common for all Quake Live maps). Moreover, they contain more "caulk" texture, so, as I wrote previously, they are more light for Quake engine.

You are wrong man. Join for example to ERA QLINSTA V1.7 PUBLIC server and play on asylum or leviathan map then you will see. Then ask people which play on these maps, if they have lags.

And what? I converted all necessary *.png to *.tga and maps and their stuff are downloaded at once before a round. So I can't understand what you want to say.

Are you sure that those are problems of the maps but not of the server or connection?

its not about converting the stuff, tga files are larger than png, have noticed?

it makes loading times slower and fps lower, it'll lag

Yes. I'm sure as hell. Anyway i tested maps on LAN. The same situation - in different parts of maps fps is around 50-80. Really, ask other people about this. That's why I can't make any cup on these maps, only on standard like campgrounds, retribution, lostworld, etc.
