In old times I had Athlon XP, 1.5GHz & Geforce 2 GTS, 32MB RAM. My config was capable to run 110 - 125 fps with not noticing bad stuff. When card crashed, I put in Geforce 2 MX 64MB RAM, it was running 90-125 fps and I could easy play.
I think you can tweak q3 and windows to play without any bother with any card better than GF2.

i had: athlon xp 1700+@1900+/384MB DDR333 RAM, GeForce 4 Ti4200 and i had fps somewhere between 100 - 125 fps. FPS still jumped and game wasnt fully smooth. I remember that in faster games where was on one place more players and every shoots i had cca 70 - 125 FPS. And first graphic card which allowed me smooth playing with stable fps is GeForce 6800

My FPS are suddenly dropping all the time.

Monitor refresh rate is set to 120, and /com_maxfps 125.
The Fps will not hold at 125 stable.. With no bots its ok, but when i join a server it starts dropping. I use a Radeon 9250 card, but fiddling with the settings doesnt work. Also there is no spyware, or viruses, and the processes are set to a minimum. Is there something im missing?

Heat problem? With the weather getter colder, you tend to put your heating up and that raises air temperature quite obviously... Check your cpu/mobo temp.
