Some of test programs realy use UDP, that is linux 'traceroute' , windows 'tracert' use ICMP.

any difference while playing offline?
are you playing on laptop?
I had to mess around with nvidiainspector on mine as the game was running off the cpu's integrated chip and not the dedicated graphics card causing fps drops and network issues.

how's the framerate when the display isn't frozen?

what are your hardware specs? a list of the stuff you have currently installed could also help us solve this issue

edit: just noticed you posted videos, no laptop it seems
edit2: move your q3 folder onto c: and/or try backing up your cfg files elsewhere and start the game with fresh ones, see how it goes

Ok guys. So, it took me a while to go through the suggestions, but finally I did it. Since I don't quite understand many of the things, I recorded each of the steps you suggested in case I don't do something right so you can correct me. It is in two videos I recorded, sorry for the length of the first one, I guess it could've been shorter but well...
