That's because she uploaded her avatar on some file hosting site, like www.imageshack.us, and chose the "link to offsite avatar" option in her profile. 
Larger avatars than 100x100 will be tolerated, but try not to overdue it. When the avy is too big, it breaks the way forum tables are drawn, and it looks ugly. (i'm looking at you, Kenshiro!).
