Umlaut in q3

if i chat in q3 in german i cant write Ä Ö Ü ß .... but why?
why quake dont have this characters?
even cs have it and its older as q3...
my theory was that they try to save cpu-power and only use 5bit for characters and not 8bit or something. but i guess my theory is crap. so what you think why they dont put this characters in the game?

8 bit is not enought to display all set of fancy chars + umlauts-chinese-japanese-my_favorite chars/etc
