click your left mouse on it and drag it down, and then when its back down click right mouse button and click lock taksbar

Maybe you had lock the taskbar checked. If you are using Windows 7 imho it should be on
left side anyway & dpi set to 120% to make things large ahh to much q3
getting blind.
