nobody gonna fuckin try to reeducate them to stop doing it, and even if they did they probably wouldn't listen to them, they are like crows, they see shiny shit (shoutbox) and can't resist of taking it (writing in shoutbox)... if you take all the shiny shit away (hand out bans) they gonna find some other thing to do that will give them same satisfaction, and hopefully stop doing what they are doing now with the shoutbox
