My punkbuster problem, many people have tried to help.. and have failed

Little info:
I have it allowed in the firewall (windows default firewall)
both punkbustra,b.exe run in processes and are allowed in the firewall
i have no antivirus to block it also
i have tried formatting, doesn't make a difference
i have updated it manually, and with the update program itself

this is the problem itself:
i turn on punkbuster in my baseq3 pb_cl_enable
then i turn it on in the ingame browser
then i load e+ and do pb_cl_enable
then i enable it in the ingame browser
(i have tried to do pb_sv_enable, but theres no difference)
once i connect to a pb enabled server it simply sais: please install and turn on your punkbuster etc.. (so it thinks my pb is either uninstalled, or off.. which it is neither)
so i come out and look in the ingame browser, and it is set to Punkbuster: Yes

my punkbuster has worked before, i played a ranked war.. and it worked perfectly
i didn't do anything and after this.. it just stopped working..
imo unsolvable, but i know somebody has an idea somewhere
