Could work,but if its a hacker it could be hard to ban him or even impossible,since there are programs on the net thaat can hide your IP,in other words fake it,so it can appear like u are from a different country (I know some ppl here in Cro used it to do some online shopping over online shops which dont allow registering for croatian ppl)...

@firefox: i doubt ice cold has any personal connections to anyone here. i know him a little, because ice cold and me are both dutch.
@ratz: information that ip to location gives is correct about him. do you mean port routing via another server? these exist but will cause extra lag.
