I think You can't controle luck. It is a normal, natural thing in each aspect of life (even in quake 3). So F2 shell. Imo it's obvious. One day You have better luck, one day You have worse luck. Noone on this world can calculate it. It can only god

Everything you do, and not know all the facts, is based on luck.
The more you know and practice, the more you can affect your luck. The more you know and practice, the more your luck gets consistent.
When you finally fully know and can do something, you stop being lucky, and you become 100% efficient.
In the context of q3, everyone is lucky, just those who train more, and have better talent, tend to have their luck more consistent.
Once you hit with every shot, then its mastery, and not luck. But nobody hits every shot (yet).
EDIT: but i think Shell was refering to "Happiness" and not "Luck" only he translated it bad
