The answer would be technically yes, but by default you can't. To explain it, the default permissions forums are created with doesn't give site administrators any access to them, however, since site administrators can modify forums, it is not hard to change those permissions.

About private messages, they can't be read at all, or at least in my little search I made today I didn't found any option for that.

About mistress, spider made her site and ts administrator, which is a good thing in my eyes since spider has been pretty much innactive lately.
