That's the way game portals like steam work by default, though for q3 I don't see any reason why you couldn't simply download/install from steam then move the quake 3 arena folder out of the steam directory and run it independantly. I can test this if u want, pretty sure it will work fine though. Having steam running in the background shouldn't cause much of a performance issue unless your PC sucks q3 is so old it uses hardly any resources aswell, also steam is intended for games so i'd expect it's optimized to run without slowing you down too much (they also make auto downloads pause when you launch a game, which is considerate)

Your free option is to google: pak0 ftp and download all the required files from the results you get. Check my recent post for screenshots of the required files:

it works independently.
All you need for quake3 is pak0.pk3, the rest comes with the 1.32b Update, download 1.32c exe and ur done. One working q3.
You might extract the steamkey though.

so steam doesnt allow me to see the my own key or i must use another program special to extract it for the future use without steam ?

to my suprise it doesnt work, looks like the exe from steam is 4kb bigger and when run independently gives the error:

however, using an exe from a non steam version runs fine (i just replaced it and tried, worked fine then).
i've zipped a copy and sent u a link.

you could say it would come with the 1.32 update anyway, but steam takes care of the update already, so i dont know how they did this (modified exe).

as for a cd key, you can find that in the q3key file in the baseq3 folder. doesnt matter though since you dont need a legit key with the latest update, just enter anything and it will be accepted.
