Its really no supprise.
Check /callvote and you might find something intressting 
Mircwar alredy posted a thread about it a week ago.
It was callvoted off, then pretty fast it was callvoted back on (You will need map_restart or mapchange to get effect.)
Another alternative would be the DOK server who runs without any powerups all the time
