time before fight

hello
when i begin a fight with other quakers, there isn't delay before the fight, (starts in : xx sec)! with my personnel server , where can i configure this parameter,

Why does PunkBuster now require players to run the game as an administrator under WinXP/2K?

Because some cheats/hacks cannot be detected otherwise.
