Just tried the plus.cfg @http://www.excessiveplus.net/forums/thread/plus-cfg-20090811and it works great on 2.2.

for the 2.2 version all weapons need another physics option
in your railmania u need to add this :
$xp_physics = PHYSICS_CONTROL_FORWARD | PHYSICS_CONTROL_SIDEWARD |
PHYSICS_CONTROL_STOP | PHYSICS_RAMP_JUMPS | PHYSICS_DOUBLE_JUMPS;
