It says should, not has to, MVD can be recorded by anyguy and in case of doubt a decision should always be for the damaged/innocent party.

Interestingly, how many MVDS not recorded during the national league? For example cpm14 Ukraine - Poland, q3dm7 Ukraine - Germany and more others...
