Head over to http://ko.excessiveplus.net and grab the TCP Optimizer program first and tweak your settings. Also try
/snaps 40
/cl_maxpackets 125
/rate 25000
There are other tweaks, but generally those variables will be most valuable in tweaking your connection to get lower latency and better response. There are a few good threads about tweaking your connection, do a search on it.
When the team becomes active again we'll check you out.
