testing phase - ofc, without test we can only speculate and nothing more about changes.

Do we have the ppl ready for it? (organizers, referees, clans able to sign in & play) - dont we have? i think yes we have them. if not, i think its not a big problem to include some trusted persons into ranking mod section or allow ref+ to do some part of job.

How we make these rules stable: we will either need more ppl in the
structural points to check these new rules or to add these rules
checkings into an system like temprank, or e+ clandb for example. - if we will change them, we can easy discuss all aspects in one evening via irc between admins/mods/rankmods/referees/clanleaders or any person will come to our scheluded meeting. we can talk about everything and simulate some situations to check that the actual rules works good or can works better

small question about clandb - for what is there rank? some clans are "rated" or "unrated". its finished or will be finished in some day?

Time costs & gains over the old model? (advantages and disadvantages) - we will need more time, for mark match as ranked... how much? 1-2 minuts? idk how it works now, but it looks like: one man from clan make topic about scores from CW -> rank mod check all was corrected from screenshots/topic -> he log into ranking and add match = game is ranked.
lets allow only one standard for posting matches. like " UnRanked [2k12][S1][R1] ClanA 2:0 ClanB ", after check by rankmod game he change topic name to " RANKED [2k12][S1][R1] ClanA 2:0 ClanB "
same in my idea of 1v1, winner need to post topic: " UnRanked [2k12][S1][R1] Accountname 2:0 Accountname "
for what? atm is small mess with it. if we make standard rule about it it will be easier to find match by "search" engine of forum. Also content of post with CW results need to looks like topic name - always that same, standard. need to be cleary and easy to recognize that all was correct or something was wrong.

if we will use this tool or similar to make schedule like here every clan will know with what clan they need to play in this one or two week time untill end of "season". its bad idea? it will take much more time? i think not so realy. according to some new rank rules, if clan will gives few w/o will be "banned" from actual season of ranking. if will not start playing from next season or there too start to gives W/O then admin is able to remove clan from ClanDB and this clan is only in neverending ranking with his awesome amount of example 3 CWs. he was have his 5 minuts on the scene. ClanDB is clean, in ranking they have their last place , members are again clanless - end of story. they can create new clan or join actual one.

actual ranking rules allow us to creating dead clans and using title of inClan even if our clan have nothing with relations with real clans (talking about clans with 5CWs per year against clans what have 30CWs per year)

i think we need also to make some rule about max size of clan

atm is 16 to 9 for changes so probably peoples will want changes in ranking rules or create some regular ladder/league/cups with more restricted rules than in actual ranking
