its very annoying when you are trying to catch ref for cw just few mins before and sometimes shout is only one way to communicate.
i know idiots spam there etc. and people are using it like chat but sometimes its usefull option Winking

anyway this limit was added as a temporary solution ... maybe in the future it will be something else.. or not.
