Setting up a new style of Quad

i am working on a new concept of server config and i need to know if anyone has any ideas on if it is possible to set quad damage for a maximum number of shots as opposed to a maximum amount of time - any ideas of a work around??

I know a direct command is not available but was hoping someone could have some ideas maybe using if-else :-k
