A runt packet is an ethernet frame that is too small (i.e. less than the minimum allowed size of 64 bytes). They are ALWAYS a local LAN problem, because they will not get past any kind of routing device. They are usually caused by: excessive collisions (on a shared medium, such as a hub), bad cable, faulty NIC, etc.
Someone who is outside of your LAN cannot be injecting these packets, because, as I said, any routing device will just drop them.
