I didnt recived better results by changing directories. So I will let rest this topic.
Maybe the future will bring a solution by itself!

it won't since the Issue is either in OA or WIndows itself.
And e+ Updates won't fix it, so good look searching the internet.

The OA version of E+ works perfectly fine on Win7 32/64bits. If you are still interested in do this - Scrap whatever you've done so far.

Download the OA E+ version from here: http://oa.goquake.com/
The main files are exactly the same as with the OA E+ version at http://www.excessiveplus.net but it has some extra E+ stuff and more importantly it has a comprehensive ReadMe file. You can seamlessly move your q3config.cfg and other typical E+ scripts between OA and Q3, although you will have to modify the sv_master's.

<aside> While E+ 2.2b works well on OA, there are some minor differences with the way it works on OA 0.81, 0.85, and 0.88. No time to get into it, but, for instance, dropping the flag is a bit more difficult on 0.81 than it is in Q3. and it gets more difficult in 0.85 and yet again in 0.88. That is, it takes more attempts to drop the damn thing. Also, the PTL gametype has an issue where somethimes the neutral (white) flag does not spawn (always corrected by a map_restart).</aside>

The future was is already now and here. Thx to u Waspkiller. It works with this diffrent E+ version!

Now the fun can beginn.
