for having a ranked event the event organizer must be sure that:
- games are played between clans
- each game obeys the ranking rules ( http://www.excessiveplus.net/forums/thread/ranking-rules-0 )

most of the clans are aware of the ranking rules if they played cws or in a ranking event already.

I would wait till start of next yr, Sometime in Jan to make a league gives plenty of time for the current an upcoming cups to finish.
I would do both TAG/TDM have them run same time. Then depending on how many clans joined up u could do 1 or 2 matches a week for a certain duration. Ideally 8 months is enough.

If the mods or devs in here wanted to im sure they could implement a ESL type of league through E+
But thats to much work for them..

zax about refs you dont need to do anything .. except maybe adding in the event rules that each map needs to have a ref. Clans will search refs by their own, when they set the cws date & time.
