Can anyone give me advice about next:

When I put cl_maxpackets 40-60 my ping is cca 45ms but in lagometer cca 50ms, when I put maxpackets 60-125 my ping is cca 63ms but in lagometer cca 35ms.

So what do you think it is better? I guess it is the second option but I want to hear your opinions.

lag-o-meter gives true ping so id go with that.

/cl_maxpackets 125
/snaps 40

talk to your isp and ask them to put you on "fast path" Winking

if not, get something called a "dmt tool" (only works on some routers)

its a great tool which allows you to change the SN Margin.

the lower the margin, the faster your connection, but with more errors and vise versa. It works in increments of 3.

e.g 3db (fastest) 6db, 9db, 12db etc

scoreboard mostly shows ping from server to client (prolly based on snaps maxpackets difference) and lagometer shows ping client to server.
thats at least what my expirience says
as lower ur lagometer ping, as better, since the server recives ur shoots earlier.
thats what i EXPIRIENCED at least imo, it doesnt have to be true at all.
if u want a solid answer, slap flex.
