Anyways, its a appeal against the banned state.
Meaning the banned person can appeal to the System/Community with reasons about why he/she might be a good addition to the community, rank and sportsmanship again.
Depending on the appeal this can also lead to permanent, such as NL Killer - who just copy pasted a appeal out of the shawshank redemption.

Thank you Cpt. Obvious The discussion is linked and we did not solve the case if Paradise cheated on persons (probably he never did), however:
"Ban for active cheat is permanent, duration can be changed in case of public apology and the provision of cheating. The unban decision is up for ranking moderators with taking into account community opinion."
As pointed out in the discussion in past, just to be fair we have to give everyone who gets kicked by pb for a hook/hack a permanent ban, no matter who he is and whats his legacy.

Sure we had and actually have worse in here. But to show how fair we are, we have to be independent from our subjective opinion the moment we judge this stuff. Also we have to be as transparent as possible, eventhough we might fail at all of this sometimes because we are still humans.
Anyways, this was long ago - I am 100% sure Paradise did not cheat since the incident (and maybe not before either) due to his performance.

The thing is, the system wants every Clanleader to make sure they don't recruit cheaters, therefor we have the list of banned players.
Since this wasn't brought up before it means effectively ALL clanleaders who recruited him did not check the list, every rankmod who played him in a war did not check the list, every referee did not check the list. I did not remember him being on the list either.
THIS is actually a huge problem, as for paradise, if no Update post for that ban is found he just has to do a Status appeal, Rank mods judge it and most likely he is free to play. How big the incident changes Rank I can not forsee, he played quite a while without anyone recognising.

As for the system, we need 2 Upgrades - A: We need to be reminded who is on the list. (like extra Info in profile) and B: The status appeal solution did pay off, however it is System1.0 - it was introduced and never upgraded.
Optimizing the system means we need to catch and integrate every player around, even if he is cheater. This would imply a system like, Trial gaming phase or some stuff in that way. Public servers are integrating every player, even ex cheaters very quick. How quick and precise the system needs to be for rank is a completly different task. Also this is basically up to the rank mods.

I agree with your suggestions but need to talk to a higher level, since i cannot implement such changes.
Even better would be if:
- The banned rank list would be a list of restrictions implemented in the site where rank mods have access to add/remove/change and publicly visible.
- Clan/team leadders cannot add ppl that are on that list.
- clans/teams to have a public history with which users were added/removed and on which date & time (easier for every1 to read)
- members in the banned rank list would show a banned status in their profile and in the members list of clans/teams where they are in.
- new clan members topic would become obsolete. ppl would not need to post there anymore. Could be transformed in a news section for public visibility on who joined who.
But i guess these would take much more to implement. But would be ideal to have i think.

Imho if anyone is accused of using "ilegal" stuff, should be held innocent untill proven guilty. So demo or something to backup that would be fair:) Just saying.
