ping on rail isnt really important on unlagged. with high ping u c ur raill just fireing late, but u hit the same way as with ping 0. Just the optical impression is different.

Ping isn't very important, but packetloss and other more-extreme-than-mere-latency problems is a bitch. It's a nice point brought up really and it would be nice if we could not have some one be impossible to hit just because he looks like he has the worst case of spastics ever seen.
