I installed windows xp pro with service pack 2 a week ago, and since then, when I play quake, I have an FPS problem, In full screen, my fps can't go higher than 60, when I have com_maxfps "200", but when I go into minimized mode (Alt + Delete), i get 220 fps. I have tried reinstalling quake and e+, and playing with the default config, but nothing helps.

This is most likely a driver setting problem.

If you have a nvidia card, you can configure the screen hz in the driver control panel.

Things are a little more tricky with a ATI card.
I strongly recommend you download a program like ATI Tray Tools - you can use it's Refresh Lock feature to set it up to work as it should Happy
Here is it's official english website : guru3d.com

I checked, and I have all the newest drivers i need for my card (nvida), My card is old, so I have the same drivers I had before.

You need to configure the hz in the driver control panel through the display properties, that should fix the problem if you disable vertical sync also that is Happy

use another drivers. Iam using detonators 52.16 for my GeFroce4 Ti4200. I have the most FPS with this version of drivers. I had problem with forceware and in my small test i find out that 52.16 producing more FPS than omega drivers

Gigabyte B450 Aorus Elite | AMD Ryzen 7 5800x (water cooled) | 32GB DDR4 3200MHz | Gigabyte Radeon Rx 6800XT | Creative Audigy RX | 500GB SSD (macOS 13) + 1TB SSD (W11P) + 3TB HDD | Apple Magic Keyboard + Logitech G603
