i found this on google "The r_finish setting toggles synchronizing every frames."

so it's like vsync ? what is it actually

seta r_finish "0" // sync ev.frame if 1 Improves response screeen/keyboard/mouse -1-2fps

No that's r_swapInterval. r_finish synchronises rendered frames, i.e. the engine will wait for GL calls to finish.
