ok all you children...
i think you are being too biased against cheaters... just coz his "brother" cheated.... it makes it unfair that 2 people cant play.. thats like an ultra super duper punishment lol.....

so why dont you do the good old make-a-demo-and-see-if-he-cheats-or-not thing?

i think that is the most fair thing to do.... as you cant stop someone playing because someone else fucked up (even if that is a lie)
