Dedicated Server Question

Everything is ok until 5 or more people connect. Then the server overloads with 999 pings. Is there anything im missing/need to add in the config to stop that happening? my connection is 2mb.

yup...another suggestion would be..not hosting a server..or..getting a better connection..or hosting under 5 people ( under 5 would be the best suggestion without spending money )
