Perhaps Divinsk doesn't need the extra points but I would like to point out that Q3WCP3 (a tier 5 CTF map) was played. This is all that is necessary to secure the extra 1.5 Tier 5 points.

Yes, that is correct Skull. However, not only was the map listed by WASP 2 weeks before the war but it was clearly listed as a TIER 5 CW in the details:
