Talk on servers, post on forums and a website can help.

It's easier when u get a high skill and when u are known by others, but it depends on what do you wanna do with your clan (only fun guys, tournaments, same country etc...) but good behaviour and 'joke spirit' always help !

Have you been in an e+ clan before? You might want to try that to see how a clan is run, and to make yourself a name so people will actually want to join your clan. Good luck!
