If this league is going to be with AntiWH, then PB is not necessary? Cuz i'd rather play with bad sound and some bugs, than with PBs lags.

xp_antiCheatLevel detects autoaim/autoshoot behaviours occurence and kick certain players for that during the game.
xp_antiWallhackLevel prevents wallhack cheat to work as it suppose to do.
Punkbuster scans every player each some time interval, it can detect all kind of cheats: autoaim/autoshoot/wallhack on the client side and kick/ban from the server, all the logs of such occurence are stored on the server side logs.
Although, all matches that wants to be marked as ranked needs to be played with PB/PURE on state.
Besides that PB is outdated and not supported anymore for Q3 and it can make lags for all the players.

antiwh only fixes some possibilitys for cheating while being non competetive unstable.
Basically it allows you to have wh on, having slight advantages without any1 bragging you for wh cuz antiwh is on, gg.
About xp_anticheat, it is ment for obvious cheaters, its basically in the alpha stage still cuz dev stopped working on it years ago.
