As I told you beast on server.

It's could be cool if referee can callvote something instead of forcing ppl especially when more than half players don't want.

Example:
players can't /callvote map or /callvote conf
but an admin wanna make the request of a player done so use /ref callvote conf
but that should only be possible if in referee command list, conf is present

so in general if ref is able to execute a command, he can vote it even it is no in xp_vote
