If you downloaded ql.exe, then you have the whole set of files.
If you want to have qlmaps.pk3 only in your \baseq3 folder, you can choose one of two ways:
1. Start ql.exe and extract all files to your <quakeiiiarena> folder and then delete other files.
2. Start WinRAR (if you have it), open ql.exe with this program and then extract qlmaps.pk3 into your \baseq3 folder.

if everything is perfectly extracted, except "qlmaps.pk3" says this corrupted file, and I downloaded all of the above you uploaded and tell me the same error. You may have relationship with my location, I'm from chile. I would greatly appreciate it you could upload to another server or just the maps.

Well... Ok, I am going to test the archive when I am home. Or even I'll try to make a separated archive with maps only. So, in some hours...

EDIT: or try to repair the archive: if you have WinRAR, open the archive with this program, choose the archive and press button "repair" (white box with red cross).
